B1 Mall finds its footing through JLL's end-to-end retail management model
Maximised tenant occupancy, enhanced visitor experience, diversified revenue streams
Al Barsha, Dubai
Challenge
When JLL Property and Asset Management Services (PAMS) team took over operational control of The B1 Mall in November 2024, the 29-outlet Al Barsha retail destination was operating well below its potential. Occupancy sat at 52% and rental arrears had accumulated significantly. The mall had limited visibility within Dubai's retail market, with gaps across visitor experience, tenant management, and financial operations that required immediate attention.
The JLL approach
JLL began with a detailed gap analysis to understand the specific challenges facing the asset. This shaped an integrated operations model built around four core pillars: on-site presence, fit-out management, performance-driven management, and a strategic marketing and events programme.
A dedicated multidisciplinary team was placed on-site to oversee operations, facilities, and marketing. Tenant fit-out management was tightened to keep handovers on schedule and maintain consistent quality standards. Regular audits and performance reviews helped identify cost reduction opportunities and improve operational efficiency. A marketing and events strategy was developed in parallel, combining digital campaigns, traditional outreach, and community programming to build awareness and drive sustained footfall.
Outstanding results
Within eight months, JLL's Building Management team achieved exceptional results. Occupancy rose from 52% to 75%, reflecting stronger leasing activity and renewed tenant confidence. Outstanding arrears were recovered through a relationship-first approach. The team worked closely with tenants to develop practical restructuring solutions, building trust that led to voluntary settlement of overdue balances.
Operational costs were reduced through energy-saving initiatives and renegotiation of third-party service contracts, freeing up resources across the asset.
The marketing programme delivered strong digital results. A full rebrand of social media platforms and a redesigned website formed the foundation of a 360-degree strategy. Follower growth across Instagram, Facebook, and LinkedIn reached 60%. Engagement climbed 80% through interactive campaigns and community activations. Page clicks rose 80% following improvements to content targeting and the overall website experience.
New revenue streams were built through a programme of pop-up concepts and community events. These included the Souq Al Barsha marketplace, Fitness Feb wellness activations, automotive showcases, chess tournaments, and a series of seasonal retail campaigns. Together they expanded the mall's appeal, attracted new visitor segments, and contributed to overall income growth.
The B1 Mall engagement is a testament to what integrated management can achieve. JLL's structured approach turned a developing asset into a thriving retail destination, creating measurable value for both landlord and tenants.
